AN ORDINANCE relating to appropriations for the Office for Civil Rights; amending Ordinance 126000, which adopted the 2020 Budget; and lifting provisos.

WHEREAS, The City of Seattle's 2020 Adopted Budget included $170,000 of General Fund allocation for Criminal Justice Realignment and community engagement; and
WHEREAS, this funding was intended to support community engagement and racial equity analysis around the Mayor's "High Barrier Work Group" proposals; and
WHEREAS, the City Council ("Council") adopted provisos on this funding that no money could be spent until authorized by future ordinance; and
WHEREAS, in light of the COVID-19 pandemic and recent community organizing around the importance of community-centered decisions around the realignment of the criminal legal system highlights the need for the City to invest in infrastructure that allows for community to shape policies moving forward; and
WHEREAS, Black, Indigenous, People of Color (BIPOC) communities and systems-impacted communities are disproportionately impacted by the onset of COVID-19 in the Seattle-King County region; and
WHEREAS, the City has a commitment to addressing the needs of the most vulnerable communities in this period of the City's history, especially BIPOC communities; and
WHEREAS, the Office for Civil Rights developed a spending plan and submitted the spending plan to the Council;?and
WHEREAS, the Office for Civil Rights intends to work in conjunction with the Office of Economic Development and the Legislative Department to conduct community engagement sessions to support said vulnerable communities; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
