AN ORDINANCE relating to Seattle Parks and Recreation; authorizing the Superintendent of Parks and Recreation to execute, for and on behalf of the City, a Concession Agreement with Compass Group USA, Inc., doing business as Canteen, to provide food and beverage vending machine service in City park facilities identified in the agreement and additional City park facilities and locations approved by the Superintendent.

WHEREAS, the City, operating through the Seattle Parks and Recreation Department (“Department”), owns and operates public park facilities; and

WHEREAS, the Department desires to have consistent vending services provided for staff and community members when using these facilities; and

WHEREAS, the Department desires to offer healthy food and beverage selections in modern, energy-efficient vending machines located on City park properties; and

WHEREAS, the Department advertised a Request for Proposal for food and beverage vending machine services in the City’s newspaper of record, The Daily Journal of Commerce, and in several other community newspapers: Seattle Chinese Times, Seattle Facts, and Decides, to solicit proposals from qualified individuals and firms; and

WHEREAS, Compass Group USA, Inc., acting through its Canteen Vending Services Division, submitted a proposal in response to the City’s request, and the Department’s evaluation panel selected that proposal as the most advantageous to the Department, with the Superintendent of the Department concurring; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. The Superintendent of Parks and Recreation, or the Superintendent’s designee, is hereby authorized on behalf of The City of Seattle to execute a five-year Concession Agreement with Compass Group USA, Inc., doing business as Canteen, substantially in the form included as Attachment A to this ordinance, which also allows one additional five-year extension of the agreement.

Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
