A RESOLUTION celebrating the fiftieth anniversary of the adoption of the Discovery Park Master Plan.

WHEREAS, the land encompassed by Discovery Park has spiritual and cultural significance to the Coast Salish Tribes of the Pacific Northwest; and

WHEREAS, it is important to remember and honor the fact that Seattle parks are on lands and waters of Salish Sea peoples, and to remember that Indigenous people have stewarded these lands and waters for thousands of years before the City was founded; and

WHEREAS, the land now encompassed by Discovery Park was given to the U.S. Army by the City in 1898, and was operated as an army base through much of the twentieth century; and

WHEREAS, a bill was introduced in Congress in 1965 to cede ownership of the military land to The City of Seattle, with a vision of it becoming a park; and

WHEREAS, in 1970 United Indians of All Tribes relcaimed space within Discovery Park to operate the Daybreak Star Indian Cultural Center following four months of organized protest; and

WHEREAS, in 1972 the original Discovery Park Master Plan was submitted to the City; and

WHEREAS, the Discovery Park Master Plan recognizes the park as a unique public asset that provides an open space of quiet and tranquility, and a taste of nature in our growing city; and

WHEREAS, Discovery Park now represents roughly ten percent of total park acreage and one-fourth of the City’s natural open spaces; and

WHEREAS, the Discovery Park Master Plan was updated in 1974 and the Discovery Park Development Plan was issued in 1986; and

WHEREAS, these documents clarify and strengthen the objectives of Discovery Park to create and preserve open space, to redevelop a natural environment within its boundaries, to attain a diversity and richness of native plant species and growth, and to ensure that wildlife within the park is accessible to all people in the region; and

WHEREAS, Discovery Park has since become home to a multitude of organizations and recreational activities that honor the objectives of the park; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. The City officially celebrates the fiftieth anniversary of the adoption of Discovery Park Master Plan, the communities that give life to the park, and the continued commitment to creating and protecting a space of belonging for those who wish to honor the park’s history and natural habitats preserved therein.
