AN ORDINANCE related to appropriations for the Office for Civil Rights; amending Ordinance 125493, which amended the 2018 Budget (Ordinance 125475); and lifting a proviso imposed on the Office for Civil Rights for funding a comprehensive community-based youth diversion program by Green Sheet 97-1-B-1.

WHEREAS, The City of Seattle’s 2018 Adopted Budget included $100,000 of funding for development of a comprehensive community-based youth diversion program; and
WHEREAS, this funding was intended to support the development of a consortium of community organizations, community members, and youth directly involved with and impacted by the current criminal justice system; and
WHEREAS, the City Council (“Council”) adopted a proviso under Green Sheet 97-1-B-1 that no funds could be spent until the City Council approved a spending plan by ordinance; and
WHEREAS, the Office for Civil Rights developed a spending plan with the consortium of organizations named in Green Sheet 97-1-B-1 and submitted the spending plan to City Council; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The restrictions imposed by the following budget proviso, which limit spending on the following items, are removed because the conditions set forth in the proviso have been satisfied and they are no longer restrictions for any purpose:

“Of the appropriation in the 2018 budget for the Seattle Office for Civil Rights (SOCR), $100,000 is appropriated solely for a comprehensive youth diversion program and may be spent for no other purpose. Furthermore, none of the money so appropriated may be spent until the City Council approves by ordinance a proposed spending plan submitted by SOCR to the City Council committee with oversight over civil rights issues and the City Council Central Staff Director.” |

Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
