Section 5. The Resident Org Capital Reinvest (MC-SC-S2501) and Seattle Center Warehouse (MC-SC-S0315) projects in Seattle Center and the SLIM Replacement FAS (MC-FA-SLIMFAS) in the Department of Finance and Administrative Services are established in the 2026-2031 Adopted Capital Improvement Program, as described in Attachment A to this ordinance.
Section 6. Appropriations in the 2026 Adopted Budget and project allocations in the 2026-2031 Adopted Capital Improvement Program are reduced by $133,570,942 as follows:

The Directors of the relevant departments are authorized to fill these positions subject to Seattle Municipal Code Title 4, the City’s Personnel Rules, and applicable employment laws.
Section 11. A position of “Information Technology Professional B, Exempt (09456 - 155)” in the Ethics and Elections Commissions is changed from a 0.6 FTE part-time position to a 1.0 FTE full-time position.
A position of “Accounting Technician III-BU (97548 - 035)” in the Seattle Fire Department is changed from a 0.5 FTE part-time position to 0.63 FTE part-time position.
Section 12. The restrictions imposed by the following budget provisos are removed and they are no longer restrictions for any purpose, including those set forth in subsection 1.B of Ordinance 127156 and Ordinance 127362:

"Of the appropriation in the 2026 budget for Finance General, $675,000 is appropriated solely for traffic camera citation enforcement activities and may be spent for no other purpose. Furthermore, none of the money so appropriated may be spent until authorized by future ordinance. Council anticipates that such authority will be granted if the need for additional traffic camera enforcement resources is demonstrated by increased citations exceeding current enforcement and administration capacity.” |

Section 13. Section 2 of Ordinance 127356 is amended as follows:
Section 2. The purpose of the Central District and Southeast Seattle Reinvestment Fund is to support future programs and projects that promote equitable development, cultural preservation, and community-led revitalization in the Central District and Southeast Seattle. The Fund is intended to serve as a dedicated source of investment for historically impacted communities.
((Appropriations from the Fund shall be authorized through future Council legislation, following the development of appropriate policy frameworks and distribution mechanisms. Programs and projects to be supported by the Fund will be identified through a subsequent ordinance informed by City-led studies, community engagement, and Council deliberation.))
Section 14. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is ratified and confirmed.
