AN ORDINANCE relating to the City Light Department; granting authority to accept and execute revenue and funding source agreements to support the operation and services of the Lighting Design Lab; and ratifying and confirming certain prior acts.

WHEREAS, the Lighting Design Lab (LDL) is a Pacific Northwest regional (Washington, Oregon, Idaho and Montana) education and technology center for the advancement, training, promotion, and support of quality energy-efficient lighting and related energy efficient building technologies and practices; and
WHEREAS, in 1988, the LDL was originally established by The City of Seattle under Ordinance 114187 and has since been owned, operated, and funded by the City Light Department, with collaboration and limited financial sponsorship from many public and private electrical utilities and interested groups, from 1989 to present day; and
WHEREAS, the LDL operationally provides independent evaluation and verification of commercial lighting and associated integrated energy efficiency product performance, and shares this information with regional utilities as they build their conservation incentive program portfolios to maximize energy savings per conservation dollar spent; and
WHEREAS, the LDL also provides classes and workshops for industry professionals related to utility energy efficiency programs and effective energy efficient design and retrofit techniques; provides consultations, technical information, demonstrations, education, and other support services and makes recommendations around technology systems and building integration strategies; serves as a resource for utility rebate programs; hosts technology fairs; and demonstrates lighting and integrated building technology products; and
