AN ORDINANCE relating to Seattle Parks and Recreation; amending Ordinance 125724, which adopted the 2019 budget including the 2019-2024 Capital Improvement Program (CIP); authorizing the acceptance of a donation of real property in Seattle from Forterra NW for open space, park, and recreation purposes; authorizing acceptance of a donation of cash; increasing appropriations to Seattle Parks and Recreation in the 2019 Adopted Budget; and revising project allocations for certain projects in the 2019-2024 CIP.

WHEREAS, The City of Seattle (City) is continually acquiring property to expand existing parks and conserve green spaces; and
WHEREAS, the City does not have adequate funding to acquire all the properties worthy of conservation; and
WHEREAS, Sun Park was established on the northeast corner of 47th Avenue NE and NE 47th Street in 2006 by the Laurelhurst community; and
WHEREAS, the park has become a green and peaceful resting place for Laurelhurst residents of all ages; and
WHEREAS, for the past 12 years the property has been held by Forterra NW and stewarded by the community; and
WHEREAS, the Laurelhurst community always intended the park to become part of the City's park system; and
WHEREAS, the Laurelhurst community raised approximately $100,000 as a stewardship endowment for the property; and
WHEREAS, the community, with the consent of Forterra NW, would like to donate the property to the City with the condition that the park maintain its name and character; and
WHEREAS, since the City has agreed to maintain the property, the community would like to donate the stewardship funding to the City to be used for future property acquisitions; and
WHEREAS, it is the desire of Seattle Parks and Recreation to take title to the donation property and funding free and clear of unnecessary encumbrances; and
