AN ORDINANCE relating to the Capitol Hill Housing Improvement Program (CHHIP), a public corporation chartered by The City of Seattle; approving the extension of an agreement with CHHIP approved by Ordinance 125045 for three additional months to continue funding the Capitol Hill Housing Low Income Transportation Demand Management Pilot Project; and ratifying and confirming certain prior acts.

WHEREAS, Capitol Hill Housing Improvement Program (CHHIP) is a Washington public corporation organized for the purpose, among others, of developing affordable housing; and
WHEREAS, pursuant to RCW 35.21.730(1), City Council approval via ordinance is required for fund transfers from the City to a public corporation; and
WHEREAS, transportation is the second largest expense for American households, costing more than food, clothing, and health care, with Americans spending an average of 18 cents of every dollar on transportation, with the poorest fifth of families spending more than double that figure; and
WHEREAS, pursuant to Ordinance 125045, passed May 23, 2016, the Seattle Department of Transportation (SDOT) funded a pilot program to test the use of the new ORCA Residential Passport transit pass to support low-income residents with transportation options and reduce their reliance on a private vehicle; and
WHEREAS, CHHIP identified three affordable housing buildings, with a total of 122 residential units to participate in the Capitol Hill Housing Low Income Transportation Demand Management Pilot Project (“Pilot”); and
WHEREAS, 69 residential units participated in the Pilot, and according to information from King County Metro the number of transit trips taken by these users was 80 percent higher than the assumed baseline prior to beginning the Pilot; and
WHEREAS, SDOT is interested in the development of a broader ORCA Residential Passport program that can be available to low income development in Seattle and will use the information collected during the Pilot for the development of such a program in the future; and
WHEREAS, funding the continuation of the Pilot beyond June 30th will be the administrative and financial responsibility of CHHIP until such a time as a broader ORCA Residential Passport program is ready for implementation; and
WHEREAS, CHHIP seeks to develop stable funding via a shared district parking program sufficient to cover 50 percent of the cost of the ORCA Residential Passport for interested residents; and
WHEREAS, extending the Pilot for an additional three months is needed so both the City and CHHIP can identify sustainable funding for the program; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The attached three-month contractual extension is approved. The extension provides the Capitol Hill Housing Improvement Program (CHHIP) with funds to extend the Capitol Hill Housing Low Income Transportation Demand Management Pilot Project (“Pilot”) and continue to subsidize the purchase and distribution of ORCA Residential Passport transit passes and other transportation options to the residential units included in the Pilot.
Section 2. The financial contribution to the Pilot by the Seattle Department of Transportation (SDOT) to purchase and distribute the ORCA Residential Passport passes and other transportation options benefits shall not exceed $11,000 for the duration of the Pilot extension from March 31, 2017, to June 30, 2017.
Section 3. Ratify and Confirm. Any act consistent with the authority of this ordinance taken prior to its effective date is ratified and confirmed.
Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
